The Union Home Ministry has proposed to write off Rs 2,023 crore of its dues to the National Thermal Power Corporation (NTPC), besides another Rs 9,426 crore owed to the Railways and public sector coal companies. Opposing this move, the Power Ministry is moving a Cabinet note seeking a discussion on the subject.



The issue assumes currency in the context of NTPC, a company under the administrative control of the Power Ministry, floating an initial public offer to raise around $1 billion.



The dues relate to the period when the Government of India (i.e. the Home Ministry) controlled electricity supply, transmission and distribution in the erstwhile Union Territory of Delhi through the Delhi Electricity Supply Undertaking (DESU).



DESU was reborn as Delhi Vidyut Board (DVB) under the control of the Union Territory of Delhi. It was entrusted with the task of generation, transmission and distribution of electric power supply in the National Capital Territory (NCT) of Delhi, covering about 1,483 sq. km. The Home Ministry recently argued that at the time of Cabinet approval for the formation of DVB, it had suggested that the new entity be allowed to begin operations on a clean slate. Hence, the logic for the write-off of past dues.



According to the Power Ministry, the write-off could have serious implications ...



** The Home Ministry's total outstanding due as on September 30, 2004, is Rs 11,902 crore. Beside the NTPC dues of Rs 2,023 crore, it owes Rs 9,426 crore to the Badarpur Thermal Power Station (BTPS). BTPC is owned by the Central government and operated by the NTPC. BTPS owes this money to public sector coal companies and the Railways towards purchase of coal to fuel the plant.



The Ministry owes another Rs 61 crore to Power Grid Corporation of India Ltd; Rs 288 crore to National Hydroelectric Power Corporation; and Rs 104 crore to Nuclear Power Corporation of India Ltd.

* Business Ethics

Business ethics is not a business deal, nor a technique to serve the purpose of business, namely, profit maximization through economic operations. It is a capacity for business judgement that is enlightened by a sensitivity to obligations and rights, one's own and others'. Its outcome is a multiplier effect on business and society; it gives a person leadership and influence beyond what he expects. This is what we see in a man like JRD Tata. Ethics is that which enables a person to wield enormous power with sensitivity and concern, keeping him free from a sense of guilt when he' enjoys the wealth he earns.

Justice Bakhtavar Lentin:
The good old dictionary defines 'ethics' as "moral principles of code in human behaviour". I prefer the Biblical equivlalent: "Do unto others what you would have others do unto you."

The Devil's Command

This Biblical exhortation has, by far and large, been brutali sed to the devil's command do unto others what you would NOT have others do unto you.

Today by far and large, it is this dogma of the devil which is practised, and has been honed into the refined art of double speak and double deal, double cross and triple cross and no holds barred. Do unto others what you would NOT have others do unto you.

The old order hath indeed passed yielding place to the new.

It is by the general reputation of a country, that business ethics in it or for that matter in any country, must be judged and lauded, or condemned, regardless of the integrity of a few. Therefore, it must be hollow consolation to those amongst you who still adhere to the old sense of values and ethics, when many of your peers do not.

It is this science, of double speak and double deal, double cross and triple cross, perfected to a fine art, which has made a mockery of values and ethics, as once understood, and is eating into the very vitals of business and industry in this country.

George Bernard Shaw once said: "Poverty is the worst of crimes. So get ye wealth, no matter how."

I readily agree that there is indeed no 'crime' worse than poverty. I will also agree with the "get ye wealth" part of it, but not with the rider GBS adds: "no matter how". That was a piece of Shavian cynicism, which to equate with Shavian wisdom, is to lay unction to the business conscience.

There is, in this new order, nothing so unbecoming to a businessman as a nonconformist conscience.

# An effective Web site will usually start with a simple layout and build up. Producing a complicated starting layout is not difficult, but can be counter-productive if is discovered that the site doesn't communicate the desired message. Then, if the layout is complicated, much work has to be redone. Morever, a simple layout can be brought on-line very quickly -- within days after the start of the design -- and features can be added while the site is being used.


"Effective Web site" - You'll know that your Web site has become effective when your customers begin referring to it.

An example of a conceptually simple site is the United Auto site. United's business operations consist of used car sales and automotive repair at two adjacent addresses ...


# The content of your Web site should consist predominantly of text. Seach engine "spiders" which crawl the Web will find your site's text and add it to their databases. The text can be any style, any color, and can be mixed with illustrative pictures each of which are still worth the proverbial thousand words.

Consider this fictitious but realistic example: Sam and Myrtle Osgood have operated Widgets Unlimited in Maple Falls for nearly 50 years; everybody in Maple Falls knows they're there. But what not everybody knows is that Widgets Unlimited also sells blidgets and installs ridgets. That's where a Web site comes in handy. ...

# Special effects like motion can add to the impact, but their effects on slow data connections must be taken into account. When you downloaded our Web site, http://www.cross-comp.com, you may have noticed that the Cross-Comp logo is assembled in real time from four sections and another banner slides downward on the screen. We have tested these on connections as slow as 28.8 kbaud (about the slowest that will be encountered) and found they work satisfactorily. But Web sites rich in pictures will load painfully slowly for the low-speed connection. Your customer probably won't wait for more than 30 seconds for your site to be loaded. You are bound by the following constraint: the data byte rate is 1/10th the data baud rate. (A byte is 8 bits.

Text requires downloading one byte per letter or numeral. (Special characters like the cents sign, ¢, require loading up to six bytes, but these only occur a few times on a page.) A 2000-character page could be downloaded in less than a tenth of the time for any one of the 25-kbyte pictures in the previous example.

Most Internet data are sent in 10-bit frames which encompass exactly one byte. If you have four pictures on a page where each picture is 25 kbytes in size, then you must download at least 100 kbytes or 800,000 bits to see the entire page. For a 28.8 kbaud connection, that would require a little less than 30 seconds... assuming that the user's Internet service provider is ready to provide data on demand. This modest amount of data, four small pictures, is near the upper limit on what is tolerable for a slow connection speed. For broadband connections, which are fast becoming the norm in North American households, the time to load time is much faster. Figure fewer than 5 seconds for a typical DSL connection.

Most Web browsers (examples: Microsoft's Internet Explorer and Netscape's Navigator) have provisions for caching data. A copy of the most recent data you have viewed in Internet is saved on your hard drive. The next time you view the Web site, if your browser sees that the site has not been updated since the previous viewing, it substitutes your local copy instead making downloading appear to occur almost instantaneously.

Wednesday, November 24, 2004 — Heavy rain and tornadoes are ravaging parts of the Southeastern United States, forcing hundreds of residents from their homes and into shelters. The same storm system that moved through Texas earlier this week dropping heavy rains spawned at least three tornadoes when it reached Alabama this morning, killing at least four people.

Flash flood watches are now in effect for ten counties in Alabama, in addition to watches issued by the National Weather Service in Texas as streams and rivers continue to rise, pushing dangerously close to flood stage, and endangering nearby residents.

In Texas, 100 people were asked to evacuate in areas close to the Guadalupe River in DeWitt County, expected to crest Thursday or Friday, and about 2,500 people were asked to evacuate homes near the Colorado River in Wharton County. The Colorado was expected to crest late Wednesday.


Hundreds of trained Red Cross volunteers have been called into action to assist evacuees, and many will be giving up their Thanksgiving holidays to help others in need. Many of the volunteers recently returned home from long assignments in Florida and other states affected by this season’s hurricanes.

The same storm system moved across parts of Mississippi and Louisiana. In Mississippi yesterday, a tornado killed one person and injured two others outside Louisville, in Winston County.

Many areas around central and southeastern Texas got up to 8 inches of rain from Sunday through Wednesday of last week, ...

In Barcelona the past 2 days, my statements about energy, particularly
nuclear power, were greatly misunderstood and incorrectly reported by
the media. Actually the quote of Dr Lovelock, UK environmentalist was
erroneously attributed to me. I do not share the view that the world
must turn to nuclear energy because of climate change, I only offered it
as an example of how severe the climate change situation is that an
environmental voice might suggest this idea.
Nuclear power is a regrettable inevitability at present, particularly in
countries such as France, Japan and even in Spain where 25% of
electricity is produced by nuclear energy. However, we can
decrease our reliance on this dangerous, vulnerable energy source in
the future (as Germany and Sweden are now), just as we must reduce
our reliance on fossil fuels in order to combat climate change.
Let me say I firmly support the leaders gathered in Bonn, Germany, to
discuss the future of our energy needs through renewable power. The
Green Cross International urges the ministers and other officials in
Bonn to create a new paradigm for energy, including creating a target
of meeting at least 20% of our world’s energy needs through
renewable power by 2020.
This goal requires substantial investments,
including the creation of special Global Fund to drive down the cost of
solar and other renewable energy and to increase energy efficiency
quickly. If a government can fund $100 billion for the Iraq war
overnight, we must be able to invest $50 billion over 10 years in a
Global Fund to benefit the developing world where 2 billion still do not
have access to electricity.

* It all started one rainy day, when Captain Sundaram could not just walk away from two pups struggling to stay afloat on the flooded roads of T.Nagar. He took them home and that gesture marked the beginning of Blue Cross of India.

# Sundaram, who was an instructor at the Madras Flying Club, was then rescuing and sheltering animals in his T.Nagar residence till Blue Cross was shifted to Adyar in 1968 and later to its present location in Velachery.
Established in 1964, to alleviate the suffering of animals, it has now grown to be one of India's largest animal welfare organisations, running active animal welfare, animal rights and humane education programmes. Members who give their expertise on a purely honorary basis look after administration and non-medical activities.

# The organisation has four full-time veterinarians who attend to cases during the day. A doctor is on duty to attend to emergency cases at night. Specialists are called in whenever required.

# Besides rescuing the sick and injured animals, the organisation also offers shelter and feeds them. About 400 to 500 animals are sheltered at any point of time. While cattle, dogs and cats are the main category of animals found at the shelter, birds, white mice, squirrels, horses, donkeys, deer and even monitor lizards have found temporary homes with Blue Cross.

# You must have been intrigued in your childhood that after scanning through the headlines, your grandfather would plonk himself into his favourite armchair and turn to a grid of black-and-white squares tucked away in the last page of The Hindu.He would sit with a pencil and this small checkered strip would claim more time than he had spent reading the remaining the part of the daily! Most people do try their hand and solve some clues but give up too soon. Here is a step-by-step guide to gain entry into that arcane world of cruciverbalists. You can sit with The Hindu Crossword of any day and start solving it using this series as a companion.

# It would be a good idea to first attempt clues whose answers are long words or phrases (groups of words). If there is a one-letter word in the phrase, you can bet one to a hundred that it is an `A'; in stray cases, it could be an `I'. It is most likely that the two-letter word in such phrases is one of these: `am, an, as, be, by, do, go, he, if, in, it, me, my, of, on, or, so, to, up, us, we' etc. The possibility of the three-letter word being one among, `but, her, his, its, let, met, off, one, our, out, set, the, two, you' etc, is strong.

# The most common terminal letters in medium length and long words are D, E, G, H, L, N, R, S, T, W and Y. Vowels other than E are unlikely to be the terminal letters of words, except in words such as `agenda, ennui, innuendo, menu,' etc. I and U especially being fairly rare. The letters, J, Q, V, X and Z, are not usually present in a crossword.

# Once you `fix' a word in the crossword grid in the horizontal direction using the `across' clues, try to find the vertical word(s) that `lock(s)' with this word using the `down' clue(s). And vice versa. Experience will teach you that the clues conform to a pattern.

# Half the battle is won if you have identified the key words in the clue. Some of the clues would be simple definitions, with some anagrams and quotations thrown in for variety. Some clues combine a definition with a secondary clue offering an alternative way of reaching the same solution.

# In the next instalment, we will learn the simplest type of clues.

# The subsequent ones will feature the more intricate ones.
