Preventing such incidents is not as easy as you make it out to be. You have to consider the size and population of the country too. Agreed, certain important places can be kept under high security. But how can we keep areas like a busy market in a city like Delhi under close scrutiny? Delhi Police will have to be the size of the Indian army to do that.
We need to appreciate the fact that over the last few years, no place of importance has come under terrorist attack and law enforcement agencies are extremely efficient in that matter.

The situation is entirely different in India and the US. Comparing the two is like comparing apples and oranges. In India, there is a proxy war being waged by the pakis and their strategy is to keep attacking different places in the country to keep alive the realm of terror. In the US, the perpetrators achieved their goal with the single attack on 9/11. And a huge one at that, which brought almost the entire US system on the verge of a breakdown.
In warfare terms, you can term whats happening in India as somethink akin to conventional air bombing whereas 9/11 was like a nuclear attack.

Why not track all corporation engineers/heads all over the country. There must be 1000s.

Seriously though, yes...they should go after bureaucrats, or for that matter anyone, who has a disproportionate income. But where do they get all this info from? Isn't keeping an eye on people's phone bills a good way of doing that? And if you're one of those who are spending high on phones, and also paying your taxes on time, why do you need to worry at all?
