firstly, the two roles are not l'il cameos. according to that script, hritik is the second lead, with a heroine opposite him and well choreographed fight scenes. BigB plays a small but important role, a role that is significant enuf to be included in the script.
secondly, they havent acted in globally visible films that ppl sign them for their acting skills. the producers have to take the Indian public's word for it and go on stature for now. it is also a cool marketing strategy since BigB's name is a good draw in S.E Asia, Middle East, and Africa where he is idolized by the locals too. everything wud have been considered by the producers.
from the script it seems clear that Hritik impressed the producers in Mission Kashmir and Fiza and they deemed him suitable for the role. that kinda takes care of yr grouse about the 'acting' part (since he doesnt have any stature yet).
