"He also talked to me about his exercise regime," the Catholic Schwarzenegger told KNX radio in Los Angeles.

"That he worked out at 5 o'clock in the morning every day. He did his push-ups and sit-ups," the former Mr. Olympia said. "You know he was a very physical guy and very good at sports and very good skier and soccer player."

HYDERABAD, APRIL 11. The Praja Patham programme got off to a sluggish beginning in Jawaharnagar division of the Municipal Corporation of Hyderabad here on Monday.

It was not even 10 a.m. and the entourage was already reeling under the sweltering heat. Unmindful of the heat and dust, the Technical Education Minister, Nayani Narasimha Reddy, went about meeting people in right earnest and ended up knocking almost all the doors in Bapunagar and Viveknagar while his followers and officials laboured along.

"This is the first time we are out onto the streets after elections," sighed a small time neta in starched white scurrying to the shade of a tree.

"We just have to show our faces. Nothing more," a sweat-drenched official kept telling his colleague over his mobile.

Officials warned

But, the Minister meant business. Chiding officials for the ills plaguing the area, he warned them: "this was no `tamasha' and I would be back in two days to see if the works were completed."

At Bapunagar, he agreed to replace the defunct borewell with a power bore under the Summer Action Plan if residents arrived at a consensus. At Pardhiwada where residents complained of water not reaching their homes, he instructed officials to install a booster to ensure there was enough gravity to haul it.

Seeing the encroachments along the Ashoknagar nala and the debris being dumped into it, he came down heavily on revenue officials asking them to clear them immediately. Similarly, people living by the Chikkadpally municipal market raised a stink about unhealthy conditions prevailing due to two public toilets there. Lambasting the local health inspector, he wanted the premises be handed over to Sulabh group.

Mr. Reddy faced a piquant situation with an MCH official complaining that the APTransco authorities disconnected power supply to the Chikkadpally ward office. Asked about the dues, the official meekly conceded they dated back to 10 years.

HYDERABAD: The hot summer noon on Friday threw up a rare phenomenon that had many braving the sun to walk onto the streets and stare up into the sky. Rainbow, indeed, is common but this one was different. Instead of arching, it completed a circle.

The circular rainbow made a brief appearance around noon and dissolved after a few minutes leaving disappointed many more who rushed to the nearest window or onto the streets as word spread. "It was seen for about 10 minutes only," said Y.Ravi Kiron, Secretary of the Association of Amateur Astronomers, Hyderabad Chapter.

Rare Celestial Event

Circular rainbows are usually placed among the most spectacular celestial events that can be seen from the earth during day. In traditional rainbow, the centre of circular is in the direction opposite to that of sun and the full circle is not visible as the earth gets in the way.

The lower the sun is to the horizon, the bigger the rainbow happens to be. Similarly, the higher the sun is in the sky, the smaller the arch of the rainbow above the horizon is, explained Mr.Kiron.

"Around noon, the sun is totally overhead and the centre of the rainbow circle is opposite the sun. This helps us see the rainbow as a circle," he said. The phenomenon usually happens during spring days where it is still cold enough and there are high-altitude ice crystals through which the sun rays pass for a circular rainbow.

Incidentally, the rainbow's brief appearance was followed by the mercury going in for a dip and a blanket of clouds rolling out in the skies. Some parts of the city reported showers that came as a welcome reprieve from the heat.

A Tribute
Dr. Ochoa is a trauma surgeon/critical care MD/arginine researcher (and a father and husband too) at the hospital that I work at. Pretty important guy. Pretty busy guy. I would be surprised if he got more than 4 hours of sleep a night (but I also suspect most doctors don't sleep more than 4 hours a night...which kind of scares me). Anyway, I digress. I really think Dr. Ochoa is an awesome person and here's why in a nutshell. Despite his high rank, his relative importance (and let me tell you, heirarchy is everything in health care) he makes every single person that graces the halls of our hospital feel largely important and as if the health care system as a whole couldn't function without them. I just respect him so much for it. From the janitor, to the respiratory therapist, to the peon dietitian and then to the even lowlier medical student, Dr. Ochoa treats you as if your contribution to patient care (no matter how small) is the most intergral piece of the puzzle. In a field filled with big egos, the one doc in our hospital that could have the biggest, continually amazes me with his humbleness.

I really want to be more like the man. ...

HYDERABAD: The senior Congress leader, G. Venkataswamy, on Saturday said separate Telangana would have become a reality if the Telangana Rashtra Samiti president, K. Chandrasekhara Rao, had accepted the proposal for constituting a second States Reorganisation Commission (SRC).

Addressing a press conference here on Saturday, the deputy leader of the Congress Parliamentary Party avoided any further remarks against Mr. Rao after considerable heat was generated over his remarks on Telangana recently. Mr. Venkataswamy said he was confident that Telangana would be created some day and the only way out was constitution of the second SRC.

Terms of reference

The Congress leader said the terms of reference of the SRC were more important for carving out a new State. He said if the TRS had the support of all Union Ministers, there should be no problem in getting the Cabinet approval for the new State.

Mr. Venkataswamy toned down his tirade against the TRS chief in wake of the AICC general secretary, Digvijay Singh, holding a lengthy meeting with him to defuse the situation. He said the Union Labour Minister had lodged a complaint against him with Mr. Digvijay Singh and Mr. Ahmed Patel.

He said whatever he had said was the party stand, which stood by the second SRC.

"Let Mr. Chandrasekhara Rao deny the charge that he had not signed the papers favouring second SRC for creation of Telangana before the general elections," he said. He also denied the charge that he had become a hurdle for creation of a separate State.

NEW DELHI: You cannot say "damned" and "nincompoop" in parliament. But then, you cannot even say "politically motivated", "conspiracy" and "unconstitutional" - perhaps three of the most commonly used words in the house.

If members care to find out what not to say inside the country's top legislative institution, they can pick up a copy of the revised edition of "Unparliamentary Expressions" for Rs.850 from Parliament House.

In its 900 pages, the book lists words deemed unparliamentary not only in the Indian parliament but also various state assemblies as well as parliaments in other parts of the world like New Zealand, Canada, Australia, Singapore and even Nigeria and Tasmania.

Half the book has Hindi expressions.

"It contains references to words and expressions declared unparliamentary up to the 13th Lok Sabha, Rajya Sabha and legislatures till 2003 and commonwealth parliaments up to 2002," says Lok Sabha Secretary-General G.C. Malhotra in the foreword.

Some words are unacceptable anywhere in the world, as jarring to the ear inside parliament as it would be in a bar. Words like ass, bloody, bitch, bastard, crap, horseshit belong to that category.

But there are hundreds of words that would not ordinarily come across as profanities inside parliament - agent, April Fool, civil war, drama and nervous strain are some examples of that.

Inexplicably, you cannot say "allegations", "patriotism" (in certain contexts), "abysmal depths", "better half", "changing sari", "downtrodden", "fudge", "humongous fraud" or even "odd" and "volleyball" in the house.

Even the term "Scheduled Castes" is not to be used in certain references. It is forbidden to say (Mahatma Gandhi's assassin Nathuram) "Godse" or "Hitler" (or for that matter any of his associates like Himmler and Goebbels).

Two of the most often used words by much harried Lok Sabha Speaker Somnath Chatterjee when dealing with a perpetually unruly house, "shame" and "unfortunate", are surprisingly in the list.

The expressions are mentioned alongside the year they were first banished from parliamentary lexicon, making it easy to reflect on the times.

Some things have not changed.

For instance, India's sports record. In 1959, the word "disgraced" was declared unfit when used for the country after a member said: "What has happened in the last Olympics has disgraced the country."

A tribute was paid to the political skills of late prime minister P.V. Narasimha Rao. In 1992 a member exclaimed during a debate in the Lok Sabha: "Our ring master of the circus Mr. Prime Minister knows how to take the animals. My prime minister knows how to take the lion. Of course we do not have a lion in our parliament. We have many political jackals."

In 1960, a member was admonished for addressing the chair as "Beloved Chairman", especially when the acting speaker was a woman.

At the height of the debate over the sale of public sector enterprises, the expression "disposal of sick unit" was declared unsuitable. And in 1981 the term "Cold War" was declared unparliamentary.

The raging debate in 2002 was the foreign birth of Congress president Sonia Gandhi, so two terms "foreign born" and "foreigner" were expunged in 2002. Not that it prevented her critics from continuing to flog the issue.

The list of words banned from Indian parliament are relatively tame - joke, laughing stock, liar, monkey, my foot, nitwit, Pakistani elements, pity, rapscallion, rubbish, Satan, step-motherly, thief, white lie, worthless.

But in other countries, the insults are often bolder and more imaginative.

Numbskull, bunch of wimps, dirty little rat, four-eyed twerp, demented hyena, teletubby, gluteus maximus, jackass, mealy-mouthed, Pol Pot man, political harlots, scrawny toothless tomcat, silly old moo, slime bucket, quiggly wiggly, tinfoil tootsies - such gems have been exchanged in some legislatures.
