thts the entire viscious circle...the ppl dont pay taxes thinking that the politicians are gonna eat 'em all uptherefore there has to be a change in the mental attitude of the ppl as well as the bureaucracy (Am i expecting too much here?)

What you mean is that the good monsoon helped the crops (and the economy). If the farmers got any advantage out of it, i doubt very much.
